”The IHWT Campaigns Brief is to work with existing policy while driving the IHWT agenda forward in key deliverables for the Equine in Ireland and at European level”.

  • IHWT campaign work includes working at national and European levels. Our campaign work is a large part of our brief in how we as an organisation can ensure that progressive and good law is implemented to underpin a successful Welfare Bill and deliver for equines in terms of ensuring the legislation in its capacity is enforceable and effective.
     
  • To date legislation is failing the Equine in Ireland. As sole responsibility lies back with the owner It is apparent, from the volume of welfare case that the Control of Horses Act 1996 is not been enforced . There is a lack of accountability at Departmental & community levels that needs to be addressed .

WELFARE AGENDA 2010

IHWT is addressing the need for an inter agency approach to Horse Welfare within Ireland. We will shortly be presenting the existing issues which are been faced by current charitable funded organisations, dealing with indiscriminate equine breeders and owners, to relevant Equine bodies and asking for submissions and collaboration.

  • This document envisages a partnership approach being adopted by all agencies working toward the common goal of devising dynamic procedures, which will become a blue print for the future of Equine Traceability.
     
  • Retrospectively, the current system in place regarding ownership and traceability of equines in Ireland is not effective or efficient. Stronger procedures and controls are required to ensure transparency within the system .
     
  • The proposals within our framework document are critical to the long term goal of enforcement and effective management of Equine Welfare for all agencies and departments throughout Ireland.
